By whom? It were journalists who coined the phrase, not politicians.

I think we're releasing the precautions too hurriedly and too early. I can understand why it's happening, but I fear we may be heading for serious trouble as a result.
What's noticeable is that "everyone" is fixated on two things:
- Foreign holidays, as if they are important. (Visiting relatives in different countries may be another matter).
- Hospital cases. Yes, the lower the number of Covid admissions the better. (I abjure words like "hospitalisations".) Unfortunately though, highlighting the lower numbers could disguise the social and employment problem of still having large numbers of people who may not be seriously ill but are still unable to go about their normal lives.
