Why do hospitals have visiting hours end at 6pm but bars can stay open until much later?

Why is it that COVID risk suddenly rises at 6pm in a hospital ( even when patient is actually dying). But COVID risk in bars only increases after 10 pm?

The process of cleaning is pretty intense. The staff need time and space to do things and visitors are in the way. After 8 or 10 hours of visitors the ward is a petri dish.
