Should the cruise ship plague be allowed to reach twenty six countries?

Should the ship have been kept in isolation, like they did with plagues doing the Middle Ages?

After the outbreak, should the vessel be skutled and sunk?

Not up to the international countries. I believe it fly's the Argentina flag. That would be who would determine the fate of the ship itself. What ever country a ship's flag carries can only determine its fate, by international law.

Now pressure could be applied to Argentina. Yet that wouldn't guarantee Argentina would do anything. Argentina isn't exactly friendly with the western world.

This is why it matters what countries own what ships you take.
