Not up to the international countries. I believe it fly's the Argentina flag. That would be who would determine the fate of the ship itself. What ever country a ship's flag carries can only determine its fate, by international law.
Now pressure could be applied to Argentina. Yet that wouldn't guarantee Argentina would do anything. Argentina isn't exactly friendly with the western world.
This is why it matters what countries own what ships you take.

Four things now worry me.
Has the source of the virus been found and eliminated.
Are the medical facilities robust enough in the twenty three countries, to ensure it does not spread.
Why send the contaminated vessel to The Netherlands?

People on that ship paid 16k-25k each to be there. There's no chance they'll risk upsetting those, they'd rather risk a second pandemic than slightly inconvenience a bunch of wealthy boomers
