How to date ??

I want to know what you all do on dates, most possibly to signal your mate that you want some action to happen. I don't have dating experience but when I understood we weren't on the same page, I excused and walked straight to the ladies room, removed my bra and adjusted my cleavage which he did notice and stare at but our conversation never reached the mark I was expecting. Possible that I might have missed something out or wasn't singalling strong enough about my intentions. It's gonna be awkward if I just went and talked to him right at his face about it and I prefer the rabbit-lion chase on this. I want them to make the bold move.
He was passing by after work on his scooter and I waved Hi to him at the bus stop, he spotted and asked if I wanted tea, which we casually ask here, and I said yes, hoped on to his ride, stopped at this crowded tea shop, found a spot, orded a sandwich and tea, munched, talked about home and stuffs and then an hour later dropped me at the station and then "wallaaaaa"...
He might be distracted with something work related or so because he was the one who was way more thrilled to see me in a bikini a few months back, ended up with giving a view of my nipples ...💓
