Why would a guy not go after a girl he likes?

He watches her for years and even wrote love songs more like catchy breakup songs but theyve never dated lol

several reasons...lack of confidence...already knows she is not interested...she is committed to another...one or both have a lot of drama\baggage and dont want burden other with it.
