1. He's sexually harassing you.
2. He's your massage therapist.
3. He's been in your pants already, and thinks this will lead to more.
4. You're on a date, and you've been making out already.

So, unless it's not #2, and it's not at this office, during an appointment, yes, he wants to get in your pants.
