Guys, what would you do if you thought a guy was bugging a girl in public but she said she wasn't bothered?

If they were flirting or playing I'd just let it go and walk ahead. She says she doesn't bother. It sounds consensual, no ? What do you think ?

When I have trouble in the streets, I'm the first to call on passengers and ask for their attention or assistance, if I feel there's a need.
