It means the person saying it trusts the person they're saying it to (which is a positive). But, it also means the person saying it is not comfortable around most people, which means they most likely have emotional problems.

@SW-User it's funny how people here interpret this kind of behaviour.
A lot of people suggested there's something wrong with finding the company of a person calming.
I find it very odd given that we know different people project different things.
I think human nature is seriously doomed if you can't see that as a compliment and just a kind gesture.
