I'd say that's pretty normal. Most women don't take the initiative, and most are already involved with someone else.
Go to evening classes or join hobby or volunteering groups -- anything that genuinely interests you. That way you get to meet people who are interested in the same things. It gives them a chance to get to know you and vice versa.
