Why cant cyclists use the road not the flipping pavement?

I get where you are coming from here but depending on the city motorists think cyclists are moving targets and they are playing GTA.

@Matt85 no ha ha they were on the pavement and wanted to pass me. They shouls be on the road legally unless it is a shared pavement.
