Yes and no. To a racist anything is a certain group's fault. No doubts they're blaming covid on the group they target.

Asian absolutely did get a lot more venial abuse during COVID, and some even got physical assaulted, seemingly mainly just because they were Asian.

I don't think that has anyone to do with control, but the angry and stupidity of some to balme a certain race for something.
