How do i handle my new male neighbor?

I moved into a new apartment on October 1st 2021 & even before any of my stuff was moved in a black guy came running out of the apartment building & was being obnoxious and overly friendly.well last week I was waiting on a ride to the laundry mat & he flat out says to me as I'm waiting for my ride that I should only date black men and not all men are a like.i don't date my neighbors & I don't like how he has talked to me multiple times.he's been making this all about race & i don't like that at all.he claims he is not like all guys but i get told by black men at least once a week I should only date black men.i don't want to date guys who use intimidation to get what they want from a women.he's also 20 plus years older than me,not attracted to the guy etc.him the using the race card just pisses me off & I don't want to deal with drama from him
