The Dept of Commerce has nothing to do with the issuing of green cards.

Also, if the government were to do this, it is essentially accepting a bride for access, or "Pay to Play".

This completely circumvents all immigration laws.

So how is this legal?

Who has that kind of money? Oligarchs, drug lords, someone who is in illegal business and do not pay taxes in their home country???
People with that kind of legit money don’t want to come to US. They already have good life in their home country and they can visit US anytime they wish.
Doubt any portion of that money will go to treasury or towards national debt reduction.
