Was there a time when werewolves and other forms ruled an empire? What happened that so many had to go underground? Which countries or tribes were your home country back then? No. Werewolves were always a minority which was shunned, ostracized, and feared. They never ruled anything unless they were some kind of nobility to begin with.

You “real werewolves” don’t seem to have much of a grasp on history.

@xixgun Do you think there were noblemen where everyone knew? Who has outlawed them - except the Catholic Church? It escapes my mind to imagine that people are so stupid to outlaw only out of incomprehension. Because there is still the belief in fairies and other mythical creatures. Many believe it - perhaps because they think of an idealized beauty. There must have been a time when the wolf did not have a bad reputation

Surely it would have been obvious to the stupidest that you could not have been so dangerous, otherwise whole tracts of land and villages would have been eaten bald.
