Told misunderstanding of scripture.
The devil who we call Satan is also called The serpent or snake or dragon. Name given to represent his sneakiness, his deviousness, as well as his power.
He is the one that is referred to as the serpent, and it's some right snake in Genesis, not a literal snake. Crawling on his belly simply represents the power that he lost. He was stripped from a high authority to the lowest of low and you can't get any lower than being on your belly.
