"You can change your mind" is a beautiful message, but sadly it's not easy for them to get out even if they want to. Leaving before their 5 year contract is up, means paying back the $10k a year sign up bonus, which they most likely already spent.
Some are obviously in it for the power and don't want to leave, but those who joined for the money and regret the way the job changed, are trapped financially. As with everything Trump does, both the public and workers were duped.
