Because the original request of 10 to 12 to go back to the original age of consent was refused.
Not because it was too young but because the Politicians wanted to reserve that age range for themselves, since they are 'unspokenly' exempt from all laws they create.
In 1880, the ages of consent were set at 10 or 12 in most states, with the exception of Delaware where it was 7.
The Philippines just raised their age of consent from 12 to 16 three years ago in 2022.
