What would happen if USA sent Latino migrants by boat to Cuba?

They could make it like a red bull race kind of thing. Have them all make homemade boats and try and get to Cuba. Have a prize involved like first boat that gets there gets to come back to USA by helicopter.
Televise it. Have story lines and sub plots during the process of boat construction to the voyage.

They would probably be happier and healthier
