@Elisbch in the UK, they used to call conscription "getting your call-up papers." In other words, getting a letter in the mail to tell you to report to your local army base to join the military. It was a wry comment about Brits being called up to fight against Russia. It happened in WW1 and WW2. I'm not being completely serious, but everyone was talking about the Russians taking over Europe by invading everyone. So, it was in response to that.
