My friend insists this is actually a hugely popular "sub-culture". But this isn't a culture. This is just normal working-class men/lads? Half of men under 50 in my area dress like this...

Not dismissing them as anything less than British but they're hardly representative of the wider culture. (Thank goodness) "Sub" doesn't mean 'below' in the sense of 'lesser' (always), it just means 'one group within a bigger group'.
