That does look a lot of money but a big national charity does need full-time, salaried managers and other staff; and £45000 (before tax!) is not very high for a senior manager nowadays.
Whether anyone needs an "Inclusion & Diversity Manager" is another matter, at least in the UK.
It should not be necessary because the RBL has to obey the same employee- and membership- protection laws as any employer and charitable social club.
Those regulations are to prevent discrimination on racial, sexual, religious and medical grounds; and have been around for long enough for everyone to be aware of them.
So policies based on those regulations are now normal Personnel (and in societies like the RBL) Membership matters. The policies are needed, but not specific "managers" of them.
