He's just incompitant, we had more warning than most and we've done the least next to Sweden. Was very frustrating to watch his inaction on this. To the people thinking "its like they're making it up as they go along" they are because they don't know what to do. Thats why plans keep changing all the time.

Either way we'll see, I think it'll be more gradual than he's saying because he doesn't even know himself atm. But then on the other hand hiding away all year isn't an option either.
