Is Ukraine a corrupt country? I don’t know what to think or believe.

It is a country that emerged from the corrupt Soviet Union who has been at war with the remnants of that same Soviet Union since 2014. Torn by civil war and outright invasion. There is more than a little corruption in Ukraine, more than a little oppression from the leadership. I'm not convinced it is utterly corrupt, certainly less corrupt than the invaders.

This country took extreme measures during WWII, rounded up citizens and put them into concentration camps....made a lot of errors.....yet, I would not call WWII USA corrupt.

It is not an easy yes or no, black and white answer. Certainly, Ukraine has corruption, repressed civil rights of the population, and could be better led. There are extenuating conditions that make these somehow less objectionable in times of war.

I am not ready to write off Ukraine as a failed state, but it is certainly a State under extreme stress with all that entails.
