Is South Africa committing genocide?

They say that white farmers are being disproportionately murdered in South Africa. Does the state want this? Are they complicit? Do they support it? Are they indifferent?

@emiliya Before this question I've only ever heard it tossed out by racists to demonstrate that racial discrimination can happen both ways. But I've never actually looked to see if it was really happening or if it was misinformation.
