Sad to say but I don't really see a lot of reasons why Russia wouldn't flood Kherson

They want a buffer between a possibly NATO aligned Ukraine and their annexed regions east of the river. Flooding Kherson means they can let the water hold off the Ukrainian advance instead of their lackluster troops
