Am I nuts for thinking that Turkey and Russia are actually playing Good Cop Bad Cop over grain shipments?

Russia says they are withdrawing from the grain agreement and Turkey steps in to say they will still see some shipments go ahead. Maybe the two countries are really at odds, but Russia was just offering to make Turkey the new european energy hub last month. I'm wondering if maybe Russia is taking a hardass posture only because they know Turkey can soften it, while at the same time raising Turkey's profile in Europe compared to the other countries that Russia would like to diminish
