He has been panicking for months now, ever since they got repulsed at Kiev. Who would have thought they couldn't close the distance from Belarus to Kiev in a few days, weeks at most?
The annexation itself was an act of panic. It allowed him to "legally" (according to Russian law) use his conscripts in Ukraine. They can only be used in "Russian Territory". Very little of this mess has gone like Putin expected.
