Japan had ordered their citizens to shelter underground or in buildings. However, the missile landed in the Pacific Ocean.

It’s theater. He makes threats and he gets paid off. China can’t afford to have him shoot missiles at their best customer (the US)
The US can’t afford to allow him to threaten Japan. It’s a lucrative game.
