I would hope that a decision to preemptively strike the north would be the result of a verifiable and immediate threat against the US mainland or south Korea..
In either case war would be the result and the South would be in grave danger.. without the support of America they would be outgunned.. supporting the North would be to surrender to the north..
And Japan??? They shouldn't even be in the equation..
