Expel all Palestinians from Gaza, recommends Israeli gov’t ministry

A leaked paper shows that an Israeli govt ministry recommended this days after the Hamas attack. This does not prove that it is official government policy, but it does prove that this has been at least considered at a high level.

The Israeli Ministry of Intelligence is recommending the forcible and permanent transfer of the Gaza Strip’s 2.2 million Palestinian residents to Egypt’s Sinai Peninsula, according to an official document revealed in full for the first time by +972’s partner site Local Call yesterday.

The 10-page document, dated Oct. 13, 2023, bears the logo of the Intelligence Ministry — a small governmental body that produces policy research and shares its proposals with intelligence agencies, the army, and other ministries. It assesses three options regarding the future of the Palestinians in the Gaza Strip in the framework of the current war, and recommends a full population transfer as its preferred course of action. It also calls on Israel to enlist the international community in support of this endeavor. The document, whose authenticity was confirmed by the ministry, has been translated into English in full here on +972.

The existence of the document does not necessarily indicate that its recommendations are being considered by Israel’s defense establishment. Despite its name, the Intelligence Ministry is not directly responsible for any intelligence body, but rather independently prepares studies and policy papers that are distributed to the Israeli government and security agencies for review, but are not binding. The ministry’s annual budget is NIS 25 million and its influence is considered relatively small. It is currently headed by Gila Gamliel, a member of Prime Minister Benjamin Netanyahu’s Likud Party.

However, the fact that an Israeli government ministry has prepared such a detailed proposal amid a large-scale military offensive on the Gaza Strip, following Hamas’ deadly assault and massacres in southern Israeli communities on Oct. 7, reflects how the idea of forced population transfer is being raised to the level of official policy discussions. Fears of such plans — which would constitute a serious war crime under international law — have grown in recent weeks, especially after the Israeli army ordered about 1 million Palestinians to evacuate the northern Gaza Strip ahead of escalating bombardment and incremental ground incursions.

The document recommends that Israel act to “evacuate the civilian population to Sinai” during the war; establish tent cities and later more permanent cities in the northern Sinai that will absorb the expelled population; and then create “a sterile zone of several kilometers … within Egypt, and [prevent] the return of the population to activities/residences near the border with Israel.” At the same time, governments around the world, led by the United States, must be mobilized to implement the move.

A source in the Intelligence Ministry confirmed to Local Call/+972 that the document was authentic, that it was distributed to the defense establishment by the ministry’s policy division, and “was not supposed to reach the media.”

‘Make it clear there is no hope of returning’
The document unequivocally and explicitly recommends transferring Palestinian civilians from Gaza as the desired outcome of the war. The existence of the plan was first reported last week in the Israeli business newspaper Calcalist, and the full text of the document is published and translated here.

The transfer plan is divided into several stages. In the first stage, action must be taken so that the population of Gaza “evacuates south,” while the air strikes focus on the northern Gaza Strip. In the second stage, a ground incursion into Gaza will begin, leading to the occupation of the entire Strip from north to south, and the “cleansing of the underground bunkers of Hamas fighters.”

Concurrently with the re-occupation of Gaza, Palestinian civilians will be moved into Egyptian territory, and not be allowed to return. “It is important to leave the travel routes to the south open to enable the evacuation of the civilian population toward Rafah,” the document states.

According to an official in the Intelligence Ministry, the ministry’s personnel stand behind these recommendations. The source stressed that the ministry’s research is “not based on military intelligence” and serves only as a basis for discussions within the government.

The document proposes promoting a campaign targeting Palestinian civilians in Gaza that will “motivate them to accept this plan” and lead them to give up their land. “The messages should revolve around the loss of land, making it clear that there is no hope of returning to the territories Israel will soon occupy, whether or not that is true. The image needs to be, ‘Allah made sure you lose this land because of Hamas’ leadership — there is no choice but to move to another place with the assistance of your Muslim brothers,’” the document reads.

I will not react to the specific reference, but, since Egypt has steadfastly refused to accept those living in Gaza since 1948, how exactly, could Israel relocate Gazans into Egypt?

@Bumbles Listening to anecdotes from Lebanese, Jordanians and UAE residents, it seems like Palestinians are regarded as the trailer trash of the arab world. Thats what I am am hearing.😷
@whowasthatmaskedman They don't have a military or a proper government. And how come they depend on Israel for fuel water and electricity.
Why are they being fenced out?

That aside, going back to your initial question we have to ask....just why is it that Egypt said nyet (😏) to Palestine to begin with. Could it just be that Palestine is a less than a desireable entity in the Middle East due to the company it was and is keeping? Why might that be? We could start with that perhaps.

@Freeranger I really wish someone could provide an answer. It isn't just Egypt, the rest of the Arab world has offered no help! I dislike Netanyahu, i do not think Israel has helped themselves in the West Bank, really dislike the treatment of the Bedouins, but also believe in the necessity of the existence of Israel. I hate to be obvious, but Jews have been pushed out of their homes, been attacked for their religious beliefs since well before the common era.

@samueltyler2 What has been surprising for me, since the bloodletting of Hamas, and the response of Israel, which IS Old Testament justifiable---at least to me, is the rabid anti-Semitism that has risen it's head around the world. It is as if, some sort of anti-Semitic artery has been lanced and these anti-Semities are pouring out of the woodwork.
I feel like, I am now a witness to Europe 1939. And, I remember having said more than once, as an armchair historian, how did rational people let this happen? And now, here we are again.
My heart goes out to those surviving Jews from WWII who now in their ancient days must be beside themselves with worry, with emotions just below the surface, having rebuilt those lives, now experiencing these new explosive anti-Semitic marches by hundreds of people. How long before kristallnacht phase 2?

@Freeranger all I can say to you is amen! Antisemitism is an age old problem. It has surfaced over the past 7 years. I will not risk staring the obvious. If you really want to upset yourself, read Volker's book about the rise of Hitler in the 1920-1930s. I heard today that there has been a 400% increase in hate crimes in the US since the Hamas attack. Our education system has done a terrible job of explaining the history of the Middle East, the more liberals in school, etc., have decided this is about white colonialism and thus support only the "Palestinian" side although they can't even define who that is, separate from Hamas. By the way, why is there a "refrigerator camp" in Gaza? Why haven't the Gazans accepted them and assimilated them into their population?

@samueltyler2 Many of us in this day, particularly those who know history to any degree, are watching by the sidelines and feel they are seeing Hitler's second coming. We ask ourselves of the '30's/'40's generation, "how could you let this happen?"......"why didn't someone step in and eradicate Adolph's National Socialist German Workers' Party?"
Yet here we are again, but now what we are learning, particularly at our colleges and universities, is that core curriculum is not the only thing being infused in to young malleable minds. I cannot fathom the virulent hate being spewed at these young Israeli students.....and for what.....being Jewish? If this is not Nazism personified I don't know what is.
One last thing, and then I have to stop because I get too spun up by this, but I think it is time, that any foreign student who is taking part in the aggressive marches, and physical confrontations happening across our college campuses, particularly our Ivy League schools-----we should revoke their passports and ship them back to their countries of domicile. Period. It IS the law.....we have the right, and we should begin the process.

On that note, I need to walk away. Biden's administration having left the back door wide open to who know who and what has allowed untold numbers of terrorists and even sleeper cells in to our heartland. If Hamas can pull of that kind of atrocity in Israel, just think what could happen here? Americans are pleasure seekers first and foremost. They are decidely not vigilant and I'm willing to predict, we might even see a host of these uprisings happen simultaneously given the signal.
All I can say is to be self-aware....and if you're not well armed, you should be.

@Freeranger I only disagree on the point about education. Over the past 7-8 years there has been a movement telling educators NOT to discuss controversial issues, even stating that there are 2 sides to the story, including the Holocaust, and that nothing should be taught that might make a student uncomfortable. This philosophy has even become legislative subjects. The anger over the teaching of Critical Race Theory was totally misstated and led to the discontinuation of the teaching of the severity of the issue of racism in the USA.

These subjects are now covered only by social media. Often the sies involved have only fomented more hatred. It is my personal opinion that it is important to make the students uncomfortable about these issues. Only from being uncomfortable can a student ever understand what the situations mean.
@samueltyler2 Hate to say it but any nation that is totally okay with slaughtering thousands of civilians from the air just because they can probably doesn't have any qualms about forcing them into the line of fire of Egyptian tank guns either.

Your mistake is assuming they care that it is safe.

They are already dropping 2000LBs bombs in "safe" zones they designated as such themselves.

Have you read the basic beliefs of Hamas, that they want to wipe out all of the Jews, that is a definition of genocide. The one thing about this genocide that is unusual is usually countries that do it try and hide their crimes. Israel is practically bragging.

Israel is being taken tot the ICJ on genocide charges. This is not just a PR stunt.

20K and counting dead with a 92% civilian death rate is not a mistake.

Especially when everyone up to Bibi himself have openly stated genocide is the point.

If they would agree to give up their hostages and lay down their arms, Israel has already said it would remove its troops, if some multi-national force would intervene to prevent another Oct 6 event. forget about what part of your body is wherever, I suggest you actually read the background of the peace accords dating back to 1948 rad the history of the middle east back to the era before Christ and see how many times the Arabs tried to eliminate the Jews, see for yourself, which side has persistently attempted to wipe out the other.

Hamas did a terrible thing but in no way by any definition does that eve approach genocide. Hell even on Oct 7 Hamas killed LESS civilians than the IDF by both absolute numbers and percentage.

And lets not pretend this is about Hamas. Indiscriminate carpet bombing and deliberate mass slaughter is not an anti terror operation.

The recent precision assassination of a high ranking member of Hamas in Beirut with no civilian casualties in a crowded residential area further proves the mass slaughter of civilians is a deliberate choice, not a necessity.

They have the capability to do precision strikes but are choosing collective punishment.

I suggest you look up the Israeli concept of power targets and the Dahiya doctrine.


And anyone who claims that Israel is supported by the history going back to 1948 has no idea what they are talking about.

And quit pretending this is some ancient religious war. It is not. It never has been. That is bullshit fairy tales to muddy the waters.

Maybe look into the Nakba while you are at it.

@samueltyler2 The sad thing is there were overt signs of this from day one. On Oct 8th the defense minster of Israel said their first action would be to cut off all food, water, power, and medicine to the entire Gaza strip. He followed that up with

"We are dealing with human animals and will act accordingly."

Those are the words and actions of someone who intents to wipe out everyone and let god sort out the innocent.

And you talk about hostages. Israel has plenty of those too although they call them "detainees."

And we even have statements from Israeli hostages that were released that they were more worried about being blown up by the Israeli air force.
