Well one answer is that Iran is a signatory to the Non-Proliferation Treaty and therefore developing a nuclear weapon would be in breach of its treaty obligations. India has never signed the treaty and North Korea has withdrawn from it. There are, of course, other answers as well.

@MartinII Don't you think either every country should have nukes or No country should have nukes, ?
I give you 2 example:
1. If Ukraine had nukes ( Ukraine had over 5000 nukes in 1990 ) then Russia would not have attacked like this way....
2. India have nukes and that Stops China for going to a War with India despite border disputes and clashes.
Small countries who all don't have nukes, often get bully by big countries.
