Do wish that Nepalese speaker had some type of translation on his speech to the UN.
Form what I could understand... yeah, China had a good deal of fault. Yet I suspect not even Chinese government really expected that glacier to avalanche. China could have reasonably expected such an avalanche. They just didn't want to deal with the costs of handling it correctly.
This actually could have been a whole lot worse.
