Yes, it's one of the benefits of living in an authoritarian state, where cameras detect, when you spit a gum on the sidewalk, and by the time you step off the sidewalk, you will receive a text, with a link to the site where you will be required to pay your fine, and good luck buying a car, because your credit rating just got dinged, all because you spat a gum on the sidewalk.

This not SciFi. They have a social index in China, that extends to every aspect of Chinese citizens' existence. For online, to offline.
Xi Jinping is on a mission to create a world-domination Empire, and every Chinese citizen needs to be the perfect specimen. They must obey all the rules, and get disciplined when they don't. Jaywalking, speeding, etc.
They've been perfecting this over the past decade or so.

@Northwest Korea has great infrastructure too, and they are not an authoritarian state. Korea just puts a much higher priority on health care and infrastructure such as public transportation. Korea has a progressive tax rate, with the highest rate at 45%. I believe this applies to capital gains, too. In short, Korea taxes their billionaires and uses the money for health care and infrastructure.
The Nordic nations also have great infrastructure, and they are similar to Korea in terms of higher taxes on billionaires. It's possible to have a booming economy and higher taxes on billionaires.
