You mean when a handful will do? It's a coping mechanism for dictators, as they get older and viagra is no longer effective.

@DIABLISS One missile is strategically bad, because it's too easy to take out.
Even multiples of destruction can make it more clear that another side cannot pre-emptively destroy all of one's ability to retaliate, esp. if there are different modes of attack.
But you should read up on Mutually-Assured Destruction (MAD), the long-standing notion of having so many nuclear weapons that one power can never be "taken out" by an adversary enough to NOT be able to launch a devastating retaliatory attack.
