The government leadership is, as well as influential 'businesses' but the general populace, of course, isn't. And they actually fear their own government to an extent from what I can gather from the random information I get from the Chinese people I did some work with.

They did asked my country to lift the ban from traveling Chinese nationals into the country. Failure to comply with their requests resulted in Chinese based exporters halting their merchandise from being delivered here.
