@jehova yeah, my point is that creating a law wont suddenly fix anything. Laws already exist that many don't follow. This mentality is why we have so many laws on the books already. You cannot legislate morality...and this problem is really a moral shortcoming in many and a selfish attitude. No law will fix that. Ever.

And like most socialist ideas, some are going to take on a majority of the workload/cost of doing what is good, while others who are lazy/idiots don't.
I don't litter...but that isn't contributing enough, apparently. So now, you want to force me to pick up the mess of others.

@easterniowegin I agree a law based requirement isn't necessarily going to work; but in china every citizen is "required" really given the opportunity to and requested to plant at least 2 trees a year. I don't think it is law but is a strong recommendation.
