Or was he joking? From this Canadian's perspective there would be nothing stopping Trump from annexing Canada. Canada is completely dependent of the US for trade and protection. If Trump were to send in the US Rangers Canada could offer no resistance. Even the civilian population is completely disarmed.

If you want to make an enemy out of an entire country, that would be one way to manage it. Easily taken, yes probably, but easily kept? nope.
