What's with Graham on the Abortion bill?

He's bucking what seems to be the established Republican strategy for the midterms for sure, and the Dem/pro choice crowd will surely jump on "this is what they really want" and the States Rights/legal crap is BS, which seems like an awfully big gamble for a guy whose term is not up.

Does he really think this is the magic the Republicans need for the midterms, or is he, in this case, staying "relevant" for the 2024 Presidential campaign?

I tend to think the latter, personally.

A bizarre move. Most Americans don't want what he's selling. And so much for the State Rights bullshit. I think it's much more about him than any type of legislation that will see the light of day. Personally I don't see him running for President. Don't think he'd get out of the gate. But he's angling for something. Firing up 'the base?' Uh...OK.
