The flash flood in Texas was predicted by US National Weather, but the US Storm Center called NOAA was shut down recently by Trump to save money.

That is why nobody in Texas received an emergency broadcast on their phones when the flash flood was about to occur. NOAA was the agency that transmitted all warnings.
