Without looking it up I'll say false only because how does one even get consent from an animal let alone how one would recognize that an animal was giving consent in the first place?

But then again this is the same state that recognizes bees as fish now, and everything under the sun can give you cancer, so I wouldn't be surprised if this actually turned out to be true.
You would think no but this is California we're talking about.
