The city is going to stop giving our 'harm reduction' needles

For a number of years the city has been handing out free clean needles to addicts at the bus and train stations. However the bus and train stations have become overrun with addicts and people don't want to ride the trains and buses if they have to deal with the stoned addicts some of whom are quite aggressive.
