Because the error-prone men who wrote it noticed that 1) people back then had an undeveloped and unsophisticated child-like understanding of the world around them, and 2) noticed superstition worked by giving them some sense of control over their surroundings, so they 3) used superstition to instill fear in order to control the masses by getting them to control themselves.
