Actually, an infant raising its arms that way is known as the Moro (startle) reflex. Infants can hear very high freqencies; they may be reacting to things adults cannot hear.

@BritishFailedAesthetic I know, right? Even if I was still a Christian, this video is really reaching. Babies don't have the capacity to understand concepts like that. As was pointed out by our friend @ElwoodBlues, the Moro reflex, which we're seeing in that video, is a result of baby being startled. Honestly, I'll be impressed when a baby can make a gesture like this:
