It did not say the Lord said or the word of the Lord said. It is the expression of the writer. He was getting ready to wipe them out because of his anger he just delivered them and they continue to do things that he is against.
Many people of Israel in those days didn't like what the Lord did, didn't like his profits and kill them sometimes. Whatever he does his actions and scripture indicates he is executing judgment. And there is a final judgment to come and if you think he's evil now, how do you feel about him destroying this whole solar system - which the Bible says he's going to do - only redeeming those who love him. One can even call him selfish if they choose. After all man has all the emotional characteristics of him. But all will be on one Accord and there will be peace in the new heaven on the new Earth.
So for those that don't believe in his judgment just keep doing what you're doing and for those who do believe try to refrain from doing what he is against........ because he is angry with mankind and has been since before the foundations of this world - since 1/3 of the Angels try to overthrow heaven. Psalms 2:12 does tell us to - kiss the Son lest he be angry and you perish in the way, when his wrath is kindled but a little in the Bible speaks of his wrath from the beginning to the end.
@Heavenlywarrior it references God having always existed. If it is talking about me then I have always existed. I am of God and have always been within God.
My personal favourite is Kings 2:23-25, where God sends two bears to maul 42 kids, because one of them called Isiah bald.

@James25 Indeed. Then you have noah's ark, millions drowned, including children, all because a so called deity didn't like how his "creation" turned out. It "he" was all so powerful, why didn't he just cast out the "devil" and repurify the hearts of humans? 🤔
