Why does God use the pronoun us in Genesis 1:26?

In Genesis 1:26 God said let us make man in our image after our likeness. Who is the us and the our image and the our likeness referring to?

Genesis 1 : 26 And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.

@James25 In the Bible and in other Jewish literature such as the Jewish Babylonian Talmud, only Jews are considered humans and men. Gentiles are called animals, beasts, swine, snakes, dogs, etc.

The Israelites, Hebrews, Jews were almost always under the control of one of the dominant empires - Egyptian, Assyrian, Hittite, Babylonian, Roman, etc. All of the emperors and pharaohs considered themselves to be gods. So, maybe a Babylonian emperor just wanted them to be his stooges?

It can be a major error to think that the fairytale is about a celestial deity instead of just a series of ancient lunatics who thought that they were really "gods" instead of just crazy homicidal maniacs.
