Amber Alerts for Children “Abducted” by their Fathers

This morning I was awakened by an amber alert and noticed that like many I’ve received before, the child in question that was reported missing is alleged to have been “kidnapped” by the biological father. If a parent doesn’t have custodial rights for whatever reason, is this how they become a perpetrator (in the eyes of the law)?

You’re right about that, but the Amber Alert doesn’t necessarily give the full circumstances. There was an alert here and listeners assumed it was okay because it was the father, but there had been a restraining order because of past domestic abuse.
