@Jm31xxx Ferment your potatoes (but usually cereal grains, potatoes are just cooler!). And distil!
Rum similarly is made from fermented and then distilled molasses and sugarcane juice.
However, good distillation requires expensive equipment (and I could get into trouble if I said you can also use a distiller meant for essential oils, so never use that...ever...).
Depending on where you live, distilling alcohol may be tightly regulated requiring some sort of license (though if it's just for personal consumption probably not difficult to acquire).
I know of no country in the western hemisphere though where making home-made wine is illegal. So you can always make potato wine! (Be careful though, the one time I made it, everyone who drank it got very belligerent).
Tl;dr - it's probably cheaper just to buy the vodka :P
