If there was a military draft but nobody agreed to go what would they do?
They couldn't put everyone in prison or shoot everyone. More likely there would just be massive protests.

It's why there won't be a draft. The military leadership doesn't want a draft. The last thing they need are angry, resentful conscripts looking for an opportunity to frag their CO. The only people talking about a draft are chicken hawks with a romantic view of the military.

Russia "recruits" from the existing prison population. There are always people desperate or unhappy enough to push to the frontline.

Start arresting people and making examples to frighten the rest. In some societies they'd just shoot a few resisters to make the point.
