Being forced to work with no payment - wtf?

I read somewhere that US military personal are required to keep working without getting paid? How the fuck do they pay their mortgages, bills, etc. if the government withholds their pay?

Why are they compelled to keep working? Why can't they say 'fuck you' until they get paid?

Anyone in a normal job would. No pay - no work.
